The original Governor’s Proposal
• Eliminates funding for PNMIs
• Removes Coverage for Childless Adults
• Removes coverage for Parents above 100% of FPL as of 4-1-12
• Contains 3 unobtainable MOE waiver proposals
• Eliminates more than half of the Fund for a Healthy Maine
• Eliminates all “optional services” in MaineCare
• Eliminates Drugs for the Elderly program starting April 1, 2012
• Cuts all state funding for Head Start
• Makes significant cuts to hospitals
• Makes significant cuts to MR waiver for persons with developmental disabilities (10% cut)
• Eliminates funding for Wraparound ME program
• Eliminates funding for Alternative Response program
• Cuts funding for Targeted Case Management
• Restricts the use of Brand Name drugs to two per month without prior authorization
The changes which the House approved and the senate is still debating:
• Preserves PNMI’s
• Preserves coverage for childless adults
• Maintains coverage for parents up to 133% of FPL extends coverage for Parents (133%-200%) until 10-1-12 and with continued coverage for some parents beyond that date
• Contains no MOE waiver proposals (Parents under 133%, 19 & 20 year olds, Medicare Savings Program)
• Protects the Fund for a Healthy Maine
• Makes only minor changes to “optional services”. Maintains access to programs and services
• Makes no change to Drugs for the Elderly program in this bill
• No Cuts to Head Start in this bill
• Restores all hospital cuts to rate reimbursements
• Reduces cut to MR waiver for persons with developmental disabilities (from 10% to 5%)
• Eliminates funding for Wraparound ME program for FY 13
• Eliminates fund for Alternative Response program for FY 13
• Keeps funding for Targeted Case Management
• Restricts the use of Brand Name drugs to two per month without prior authorization
• Changes procedures for prescribing opiate drugs to reduce cost and overuse of these medications
• Reduces rates for Methadone providers
• Adds language regarding CDS funding changes to help preserve parental choice
